Paraguay’s new legislation to strengthen its position as a destination for major international sporting events

Paraguay consolidates its position as a leading destination for international sporting events with the enactment of innovative sports legislation and the creation of a Permanent Organizing Committee, designed to ensure the efficient technical planning of each international competition.

Last week, the Government of Paraguay enacted, through Presidential Decree No. 3770, the Special Law for Events of International Sporting Relevance (Law No. 7467/2025), a pioneering regulation in the Americas that seeks to facilitate the organization of major sporting events and position the country as a world-class host.

New Special Law for Sports Events

Law No. 7467/2025 establishes a unique legal framework that includes key benefits for the organization of international sporting events, such as:

  • Full tax and customs exemptions for sports equipment and promotional materials.
  • Free and expedited entry visas for athletes, officials and accredited parties.
  • Exclusive rights to commercial zones, broadcast rights and event branding.
  • Access to international arbitration to resolve contractual disputes, generating greater confidence among global partners.

This legal framework will be applied for the first time at the historic 75th FIFA Congress, to be held in Asunción on May 15, 2025, and will govern all events declared of International Sporting Relevance by presidential decree.

Creation of the Permanent Organizing Committee

Along with this legislation, Law No. 3449/2025 was enacted, which establishes the National Inter-Institutional Permanent Organizing Committee. This body will be responsible for the planning and coordination of all large-scale international sporting events in Paraguay.

The committee will coordinate logistical, infrastructure, public safety and communications aspects among national stakeholders, strengthening Paraguay’s capabilities to manage events efficiently and professionally.

Upcoming sporting events in Paraguay

Paraguay is preparing to host major competitions, such as the Junior Pan American Games this year, a stage of the World Rally Championship to be held annually until 2027, and the World Skate Games in 2026. In addition, the country is actively bidding to host the Youth Olympic Games and the Pan American Games.

“These laws reflect our ambitious vision: to transform Paraguay into a global hub for sport. We are paving the way for the successful organization of world-class events and using sport as an engine of development and integration for our country,” said the President of the Republic, Santiago Peña.
